Together with the municipality of Heligoland, the Heligoland utilities, as a majority municipal company, are faced with the legal and political task of making the island climate-neutral. The heat transformation plan should serve as a strategic basis to define what the future heat supply could look like and what steps are necessary to achieve this.
TePm took over the setup and project management. We applied for and supported the funding, defined service profiles, put planning services out to tender and coordinated their implementation. We contributed our technical experience and knowledge of the location to ensure that the plan was not just theoretical, but realistically feasible.
The project was made more complex by the legal framework for funding. The interpretation of the guidelines was challenging and individual services had to be carefully defined. At the same time, follow-up steps had to be considered, although their implementation was still pending. Added to this were the special conditions on Heligoland with its limited energy sources, which required innovative and site-specific solutions.
With this heat transformation plan, utility companies and the municipality now have a legally compliant and strategically sound guideline for action. It fulfills legal requirements, creates clarity for political decisions and forms the basis for the next concrete implementation steps.
