On Heligoland, the Bielefelder Hof and a traditional bakery were two landmark buildings facing an uncertain future. As the owner of the Bielefelder Hof, the municipality of Helgoland wanted to clarify which subsequent use was realistic from a technical, economic and planning law perspective. The aim was to create a sound basis for political decision-making. In the case of the bakery, the aim was to examine the conditions for continued operation and thus secure local supplies on the island in the long term.

TePm took on the role of technical and economic consultant in both cases. We analyzed the legal framework, examined the building fabric, prepared market value appraisals and developed reliable scenarios for possible uses. Our task was to prepare complex issues in a structured manner and to incorporate them into the political decision-making process in such a way that viable decisions could be made

The situation surrounding the Bielefelder Hof was particularly sensitive. The high level of public attention, the vacancy and the valuation below the original purchase price made the discussion emotional. The constellation of old and new stakeholders at the bakery was also challenging and required communicative sensitivity.

The added value of both feasibility studies lies in the clarity they have created. Technical, economic and legal framework conditions were made transparent and incorporated into the political and social decision-making process in a structured manner. This created a sound basis on which not only discussions but also responsible decisions could be made.
